At least recently, the addition of Followers has leveled. It seems we need some postings on relevant sites to attract more attention. I myself do not have access to those sites. Do others have suggestions?
Humbly sharing some (probably obvious) options to promote proposals:
If you have a website (blog or anything else), you can promote the proposal with the “Share This” link.
Don't forget to think social… tweet about it, post it on facebook, spread it via Google+, etc. Use the force. Even if you have shared a link before. Sure, some might think you're a bit “spammy” about this proposal, but that's just because the proposal is that good, isn't it? ;)
And please don't forget that “thinking social” includes poking friends and foes at the SE network. The perfect place for some well-placed propaganda would be the chat. Just check for chats of sites that are related to math and co. There might be lots of people in there that never really visit Area51 and therefore don't even know this proposal exists.
Share the “Share This” link offline with friends, collegues, other students, etc.

crazycreative like a co-worker of mine. He likes a specific Area51 proposal that much, that he recently printed some flyers and now actually spends some of his free time spreading the word at the local university. When it comes to promoting proposals, the sky (and the law) seems to be the limit…
Just be careful. To seed the site properly you want "quality" participants. Just attracting an angry mob of "college math curricula stink" yellers, and the inevitable disgruntled teacher who will tell you that for his 50 or so years of memory freshmen are getting dumber each year (if that were so, we'd be teaching cabbages by now...).
