I guess this is not proposed, a Q&A site for Universal History. I guess is general enough to include people from all over the world, but specific for a topic that you find in an encyclopedia, and with many themes that are not opinion based.

Since you didn't link to a specific proposal, I'm not sure what you are referring to. But we DO have a history site (http://history.stackexchange.com) that has no stipulations about where that history must reside (i.e., it is not an American or European History site).
