Why is the required number of followers 60 instead of 80?

In the proposal phase, the required number of questions with a score of 10 or more is 40. That means:

10 votes for 40 questions means 400 votes are required to advance the proposal

If a user gets 5 votes, it would take 80 users before that was even possible, so why is the minimum 60?

You don't have to be a 'follower' of a proposal to vote on proposal questions, so the 'followers' and 'up-voted questions' criteria are independent of each other.
