Proposal: Web Designing
This site is redundant given multiple other sites, including Stack Overflow, Webmasters, Graphic Design, and UX.
StackOverflow is full of millions of questions about all different programming topics. I think a Web Development site would be useful to direct questions regarding web design/development towards this new site away from other sites and keep it all in a place where it belongs. All questions about game programming could fit in StackOverflow too, but there's a reason we have a Game Development site. StackOverflow has gotten way too big and parts of it should be separated.
Whenever I log in to Stackoverflow, I'm flooded by questions related to Web Designing. Most of the people ask simple JS/jQuery and questions tagged bootstrap are seen almost everywhere. Comments are full of jsfiddles and bootplys, hence I think there's a need for a dedicated stackexchange network for Web Designing.
Think about it.
With Stack Overflow, it's always "ooh! I need help here" or "ooh! I need help there", while all the "best practices" questions are always closed.
With Web Designing, there would be much more of questions relating to best code practices, best website layouts, best color matching and the like, which would not be suitable to Stack Overflow.
Not sure its off topic. I actually found this because I was hoping this would be in Beta. I have a link to a website and I'm curious to know how they incorporated what LOOKS to me like some <div> hover effects but I don't know how to accomplish what they did (changing the text of the div on hover) and so I was hoping to ask web designers about how one would accomplish a similar task.
Asking that on Graphic design isn't going to help because typically that site isn't for coding and they won't know how to write CSS (or shouldn't be giving code-related answers on a graphic site).
I know very well that if I ask this question on Stack Overflow it's going to get down-voted because I don't have the relevant code and I'll have to try and glean an answer from there before choosing to delete it to not humiliate myself.
This would be a great "how might I accomplish _" question for web developers who do this type of thing and would know off hand if that's JQuery, or just a simple CSS hover trick or what.
:before and :after with the content:"write hover text here"; property. Just thought I'd point you in the right direction. Also, GD does take design-related code questions.
Those are all different things that do need their own separate sites in my opinion. Here is my opinion on the matter.
Graphic Design = don't always mess with code, or web design. Webmasters = deal more with setting up, domain management, and maintaining a website, and not web design. Most webmasters will install themes, not create them.
Just like there is a difference between web designer and web developer. The difference is one is good at web markup, and the other at web programming. I've seen web developers call themselves designers(when they have no artistic talent), and web designers call themselves web developers(even though they do not know programming languages like javascript/php/etc, only how to implement existing pre-written scripts(which is what a web master can do)).
It seems confusing, but it's not. They are all clearly separate things.
Stackoverflow only covers markup & development, but not design. See the difference now?
I do business and offer services as web designer, graphic designer, hosting, or setting-up/maintaining your site(webmaster role). Even though I can do all of that, I wouldn't call myself a developer. Nor would I say these roles/jobs are similar enough to keep it to one site, because it increases the odds of having my questions closed.

I don't understand how so many duplicates-of-existing-proposals-and-sites end up getting made.
The design side of the web is done by people who may not know javascript or php or any of that. It would be good to have a place where things like "long shadows" and the "look and feel" of a website could be discussed without having a bunch of geeks with reps of 35K tell me my question is too philosophical. Seriously, we are here to help each other. This is not a competition to see who can have the most points.
