Shorter proposals and referral links

Question

It would be nice to have a slightly shorter link to a proposal (and for referrals).

So, for:

have this also link there: (similar to what works for questions)

An even shorter link would be preferable, but the proposed way is the simplest I could think of, requiring the least amount of dev.

Referrals:

The links to referrals can also be made shorter, from:

to:

But, we have a unique user ID, so this could also work: (identical to sharing posts)

(note - current links don't have the same format, so there wouldn't be a conflict and current links can still work)

To anyone interested, this may already work: (unconfirmed)

In addition, the referrer link could be shorter, too.
