Is the criteria stated anywhere, or does it vary? The closest I've found was this answer about the bicycles beta, but it isn't clear whether those upper limits were for all betas, nor when the site would have be deemed a failure. This seems like it would be covered somewhere obvious, but I couldn't find it in the FAQ or search.
