There appears to be some confusion around the need/possibility to create/prove a community before launching a proposal for a site. Would it be possible to share examples of accepted ways to comply with the community requirement?

Specifically, how did some recent site proposals show that there is a community before launching and building the proposal?

Materials Modeling had a Facebook group with nearly 2000 members that was supporting the proposal. Drones and Model Aircraft had a Youtuber with ~150,000 subscribers promoting the proposal, among other things. Operations Research had an outside forum looking to add structured Q&A. Cryptocurrency proposals invariably have a discussion forum.

That's the sort of evidence of a community that you need.
